Among Gov. Butch Otter's budget recommendations for Fiscal Year 2010 is returning $5 million to the General Fund that were appropriated in Fiscal Year 2009. The money was to be used for purchasing new furniture for the expanded Capitol.

3:48 p.m. — The speech lasted about 45 minutes and Otter stayed largely on script except for the end. The speech drew only a few brief applause lines.

Among the lines that drew applause:

"Ladies and gentleman, I can tell you that we are shirking our responsibility and ignoring the facts if we don't step up to our duty to maintain what taxpayers already have built, to do what's necessary to sustain and enhance our economy and quality of life."

What to expect from the State of the State

Gov. Butch Otter has kept the details of Monday's State of the State address pretty close to the vest. But here are a few things you can expect to be included in the speech:

1. Details of Otter's proposal for funding the transportation shortfall. Several ideas have been floated in the past few months, including a higher fuel tax, higher registration fees and a tax on rental cars. Otter has been working with legislative leaders to craft a bill.
