Anyone know....
...what happened to the tax surplus discussed earlier? Curious why we can't use money already collected instead of initiating another government sponsored fee increase?

Sorry but your poor management of past projects alone qualify a flat no. Don't even get me started on having developers build the new schools, roads, fire station and parks that the homes they are building will need. Not the 20 home projects I'm talking the HUGE projects. It would slow development and build the structure of said items without having mr. and mrs. taxpayer having to do it.

You mean the Curtis Road Extension. Where were you yesterday? Or, where are all the comments posted yesterday on this very same story?
Well, I guess we have to educate a new crop of people who THINK they know it all. Curtis Road Extension was built as 2 lanes because that's what the 5 PEOPLE WHO SHOWED UP WANTED. If you want to blame anybody for that fiasco, blame yourself. The public hearing notices were posted and you, Passmore, didn't show up to testify that 2 lanes was a bad idea. And me, I didn't show up either, nor the did any of the rest of you. ACHD has since changed the policy that led to this.
Why did they have a policy that allowed the Curtis fiasco in the first place? Honestly, I'm speculating now, but nimbyism had probably never been a problem before.
Now on to your misconception #2. ACHD has virtually no, I mean NO, planning and zoning authority. P&Z is up to city councils and the Ada County Commission. Even at that, the force is strong with private property rights at the State Government level.

Poor management reflected when 5 people at a hearing can influence the decision that wasted 12+ million dollars. Reflected when they "discovered" the policy was flawed (to say the least) and changed it retrosepctively. (It's nice to see SOMEONE learns by their mistakes)...
Naw, I think the "Easy Way Out" is to ask for more money. Maybe they need to reflect on other solutions...

We keep approving "Local Taxing Districts", soon, every City, Town, and neighborhood, ambulance company, hospital, clinic, school, gas station will have their own taxing district and each one will only want a $20 or $13 increase each election...
Now, I'm not saying I can't afford it, because I can, but many people are struggling to pay the food tax, gas tax, property tax, etc.... ad nauseum

I still see a lot of people in big shiny pickups towing big shiny boats on Saturday morning. I hate taxes as much as the rest of you, but picking on ACHD is stepping over dollars to pick up a penny if you ask me. ACHD's take is near the bottom of our tax nightmare, only the mosquito abatement district takes less of a bite. Hehe, get it, I crack myself up.

The very point I've been making
A few thousand bucks on property taxes. Thousands in sales taxes even on food, glasses and hearing aids. Some more thousands in state income taxes. Fees here, fees there and some more fees for everything and pretty soon we're talking some real money.
At what point do the parasites believe we are going to be tapped out? The answer is never thats why there's no limit by law on how much of our money the parasite can scam from us. If the parasite really cared about the citizen the parasite would have a set of laws on how much of a working family's hard earned income they can cheat them out of.

I was talking about the local project that was in my backyard here in Meridian. They finally got something right and made the dev. for the HUGE project off Eagle and Franklin pay for the extension of Pine to Locust Grove on his dime. Now that's what i'm talking about.
Politics
ACHD could do a very good job. The problem is, politics, not highway engineers, have the say-so. If ACHD could build roads, set speed limits and have a say on development, the roads would be much better. Instead, cities and neighborhood associations oppose projects and water them down, they get speed limits lowered, stop lights added and they allow uncontrolled development to which ACHD must play catch-up with the roads.

Of course there is a lot going on with in any office, but that is why management is key to managing what is at hand. Even working with what they got is proving too much. Example, very poorly synchronized signals that increase emissions and waste fuel consumption. The Flying Y is another example of poor planning.Our on ramps are of terrible design...They shouldn't have more than they can handle and be asking for more. That would be like giving car keys to a child who hasn't learned to walk yet. I have called ACHD to express my concerns regarding certain aspects of design and the people treated me like I was a joke promising on several occasions someone would call me back and they never did. There is so much more needed with in the agency and everybody thinks throwing more money at the problem will fix it. I think they really need to become absolutely functional with a five star rating before they ask for more. Between higher gas prices, groceries, Idaho Power, Higher property taxes and everything else coming down the pike, I think it is time for our conservatives to begin to conserve. I am downshifting my life style while our governments want to go full throttle. It doesn't work like that in the real world. The Government is a representation of the people and sometimes it's about maintaining what you have and really making sure it is at it's best before you go any further.

Rather than shifting the increased burden on the exhisting tax payers, why not shift the burden onto the Out of State developers who continually build these sub-division? They are making a killing in profits, by building this urban sprawl and then going back to California, or where ever they are from and kicking back or planning more.
Let's shift the cost of the increased roads, lights, bridges, etc... to them. They can still make money, but not at the cost of us paying for the infrastructure that is needed to support their businesses.
What about the sell out farmers?
The farmers who sold their land to developers and made a fortune only by the sheer serendipity of owning the right land at the right time should be made to pay. 33% of such proceeds should go to infrastructure development. BTW, for the too literal minded, the proceeding was sarcasm.
Too bad. I think a SUBSTANTIAL land transfer fee is a

I've been saying that for years! I also think we should tax the hell out of brand new homes so the people who are requiring all of these services will have to pay more too.
Many moon ago , State Street was a bumpy - rutted dirt road .
It went on for ever -- then one day like a miracle it was done and beautiful . Then ---------- They dug it up , out came the barrels and the "women" with flags and signs = Idaho Power was putting in power lines .
Then one day they like , a miracle it was done ------- smooth and black , freshly painted . Ahhh .
Then in about a month ----- they dug it up , sewer lines were going in ----- I gave up went to the Stinker Station and got a bumper sticker = State Street Barrel Racing Association .
I had to navigate this mess twice a day OR weave my way though the north end , with school kids and the karmakazi late for work crowd .
They spent a hell of a lot of our money redoing there own work . As I recall there was much gnashing of teeth , big spread in the paper AND nothing was done .

Remember folks, State Street is a State Highway, not a county road, therefore ITD handles construction of State Street. And wow, reddog, I thought I was the oldest one here. I feel better now. :-) Do you have any pictures? Oh, wait, that was probably before the camera was invented, sorry.

It runs into and through town ------- not my idea of a state highway ------- I don't know just where Highway 44 stops and State Street begins .
I do know that the street that runs past my house . Was resurfaced (not the wonderful chip seal)-------- then dug up for sewer lines with in a month . I may be wrong but this shouts bad planing to me .

Whom ever schedules or approves these "projects"... I travel Locust Grove, between Chinden and Fairview often. I can't count the times it's been closed for utilities, re paving, re-surfacing, widing, irrigation improvements, etc... I can't count the different reasons.
State Street
Reddog, you can just about put any main cross street in west/central boise in the same category. (Maple Grove, Cloverdale, etc.) They put bike lanes/curbing in, then tear it up to put sewer underneath. Then they widen the intersections (that were just torn up to put the sewer through.) Now they don't have enough money to widen the streets. Hello?!?!?
ACHD has been telling us that Growth pays for itself.
Now they tell us that we are poor because of the growth! We finally got the truth.
There are some other things on the ballot this fall, like McKee's seat on the commission.
I suggest voting against the tax increase, and for McKee's opponent.
It been 18 years without an increase, the buying power of a
dollar has halved just since Bush took over (yes, the liberal has to toss in a dig a Bush, wanna make something of it?). The roads are deplorable, and like it or not, we need ACHD for their upkeep. Perhaps they should have taken the long view and had mild increases over the last two decades, but they didn't.

I am wondering what roads are deplorable? I have no problem getting around Boise/Meridian/Eagle/etc. In fact, the only road that comes to mind needing assistance is I-84, not even in ACHD's jurisdiction.

Overland, Orchard, Curtis...

Well was there an old man there demanding better accountability , better cooperation between utilities . Some monetary value on the businesses ACHD has put OUT of business , Curtis / Ustick comes to mind .

How many times have we seen a brand spanking new road only weeks old get ripped up and become a rough riding road because the idiots didn't put in some sewer lines until after the morons redid the road.
Theses morons do not deserve any more of our tax dollars and the proof is clear by their actions. They could blow a wet dream.

I regularly travel to other states to pick up my many welfare checks and am well aware of how other road districts work. Based on my plentiful travels I can tell you categorically that ACHD is THE worst road district I've ever seen. Your employer will be receiving a no vote from me. Oh, and BTW: you should find a new song for the whole Curtis Rd. debacle. If only you could understand how utterly pathetic it is to say that ACHD makes multi-million dollar decisions based on the emotions of five people instead of solid expertise.

In general, no one agency or business has complete control over any road. It happens all over, and not just in Idaho or Ada County. Agency A has money to build a road (or whatever). Agency B needs to do something under the road, but has no money for another year because the voters didn't approve it, there was a recession, the technology wasn't available, or whatever. Company C (phone, cable, water, whatever) has a problem a mile away, which requires digging up a big chunk of street that was just paved. Company D has customers in a new development two miles away screaming for (service of your choice) so they have to dig it up again.
Stuff happens.
Yes, ACHD and other agencies could do better, and there could certainly be better communication, and would sure be nice if all they NIMBY-ites would shut the heck up too, whether on roads, power stations, cell towers, or whatever.
Tough Talk
Does anyone ever go to Commission meetings our Council meetings? Its alot easier to talk tough in Statesman chat board. If everyone is so upset, then go talk tough in front of the Commission or Council. If the vote does get shot down...then expect more delays in projects, research and inproper coordination. 10 years from now we will be worse off if this does not get approved.

These parasites refuse to follow the people's will and follow special interest.
I can see what they do by their actions after the meetings. No number of people can change their minds and the proof of that is look at the people who do not want to be forced into the city of Boise and still are. I clearly remember the Mayor saying when it comes to this new part of the city he would look the other way when they needed something. If people go to the meetings and voice a different view than the one the parasites have it could be used against them. Which is clear after the parasite mayor of Boise made a point of in his own words. He didn't even try and hide the fact he was going to take their hard earned money and give as little of it back to them as he could.
The way to deal with these parasites is to cut off the money and let them deal with it. There will be two "NO" votes coming from this household. I'm sure they will allow the roads to go to crap with full intent as payback while they suck a full paycheck and all the benefits that go with the job. The job that they don't do worth a darn.

The biggest crowd I've ever heard of in recent times was over the dog poop in the foothills issue and even then, the coordinators basically said they'd think about it. Very discouraging.

Some good ideas too. I know ACHD is somewhat hosed up, but in 2C we have FOUR county highway districts. Trying to get them to agree/work together is like trying to herd snakes across a frozen pond.
Dirt roads coming again
As the cheap energy boom grew, they paved over paradise.
As energy becomes very expensive, paradise will be restored.
Unfortuneatly this will mean lots of dust as roads go back to dirt, until, of course, the personal automobile takes its proper place in museums and a footnote to history.
Baby butt smooth, asphault roads are going away, get used to the idea.
