What should be done about dog poop and off-leash dogs in the Foothills?

What do you think should be done about dog poop and off-leash dogs in the Foothills? Do you think the fines -- $25, plus $41.50 in court fees — for failure to comply with leash laws are enough?

Fine people that constantly ask questions about POOP
Maybe
People need to learn to be responsible for their pets - for some, a fine teaches a lesson as well as benefits the community. However, like the Ferrari driver who just pays the ticket and speeds again...it may not work so well on some. And who will enforce this? It probably wouldn't hurt to try anyway.
