What does it cost to build an arcade for grown-ups?

The City of Boise issued a permit last week for Dave & Buster's renovations at the Boise Towne Plaza on North Milwaukee Avenue. Word is the new Boise entertainment center will open in December. The value of the building permit? A cool $2.7 million. Sound like a lot? To put it in context, that's what it costs to turn a former Circuit City space into a 24,000-square-foot restaurant, bar and arcade with the appropriate bathrooms, walls and everything else. It also cost them about $25,000 in fees to get the permit.

I see this market becoming saturated. Plenty of hole-in-the-wall type bars, etc. that can't make it. How will this be any different, and how can they afford the high capital costs?
