WHY?
We fight with the Bobbsey Twins (Butch and Dave) over government subsidized Charmin (not charming) and still we have to offer money for achievement that we'd expect anyhow?
Don't drink the brown milk? Oh wait, that was bad acid. Can't flunk Woodstock history either kids, being stuck in fast food and petty crime ain't da shizzle, kids.

No Money
Just the incentive to graduating early is enough. The ones who want graduate early will do it with or without a cash reward.
Isn't being in high enough incentive to get out???
