Census will determine how much clout West has
The census will soon determine how much clout the West has in Congress and how much money it cities states and counties will get in federal funding.
Idaho will need to show it has about 182,000 more people than its estimated population of 1.5 million in 2008 if it wants to get another Congressional seat. That’s not going to happen.
But Utah, Arizona, Nevada and Oregon are expecting new seats while California could actually lose seats.
It’s a part of the once-every-10-year efforts of the U.S. government to count every person living within its borders. You can expect to start seeing forms in your mailbox in February and Census Day is April 1. The Census Bureau has to give its population counts to the President by Dec. 31, 2010.
I was in Minnesota this weekend and the state is urging its snowbirds to make sure they mark on their census that they are from Minnesota because it estimates it is short 3000 people to retain all of its seats in Congress.
State officials in Colorado are urging illegal immigrants to turn in their forms with the understanding that they will not be chased down because they fill it out. Since billions of dollars in federal aid are tied to census figures it is in the interest of all states to encourage their illegal populations to step up as well.
That’s why Some in Congress are seeking to change it.
Census officials say for every person not counted in Idaho an average of $300 in aid is lost. In Boise I bet it is more than twice that.
Participating in the census is not a choice it is one of our legal obligations. This is not a collective responsibility but an individual one that has an impact on us and our neighbors like voting.
So if there are 200,000 of you out there that have not signed up in the past you can help Idaho get another seat in Congress. At least you might get more money to fill in potholes.

Rocky, you should write your own census to illustrate to the Census Bureau how desperately Idaho's main newspaper needs better writers. Be sure to list "journalist" as your occupation and plenty of 'stimulus money' should follow. They will feel sorry for you (& us).

There is an argument as to whether it is an individual "legal obligation" to particpate. If they find me and provide me a form, I have a civil penalty for not doing so- but there's nil enforcement.
One would be hard pressed to find the 'legal obligation' for me to *seek them out* and complete it of my own doing like filing a tax return, per se.
The 'obligation is upon Congress' to mandate a census- not us individually. To facilitate that, Congress passed a law with penalties.

If they tied stimulus money to submitting an accurate census form, all the illegals would suddenly learn to read and write English.

This might be posted twice, because of my alleged sense of humor. Apparently, a perfectly legitimate name for a male donkey is reason enough to activate the "spam alert" on this blog and cause a "review" by the "site administrator." Since it wasn't spam, or even close, it will be interesting to see whether the post ever makes it through the screening process or not.
The point of my earlier post (which may or may not be allowed, apparently), is that I was merely teasing Rocky with the "T.R." reference. As regular readers of this blog, and seemingly intelligent adults, I would have thought both you and F.O. would pick up on my feeble attempt at subtle humor. Apparently I was wrong.
I then suggested that being rude and calling Rocky names was not a good way to communicate thoughts, which point I illustrated in a (hopefully) humorous manner by reciprocating that methodology with the male donkey reference. For which my earlier post is apparently being reviewed.
I don't know who the dumb idiot who designed the screening process on this blog is, but he is certainly not a male donkey (or at least doesn't want to be called one).

Maybe the Statesman actually believes that "Censorship will determine how much clout West has" and Rocky simply made another typo.
(Their blog has been having a lot of problems lately -- they wouldn't let me log in a few minutes ago; said I had the wrong password! So I signed up for a new one, thinking I'd been blackballed too, but now I've signed in again no problem, same password. Maybe the same holds true for udapimp.)
