Dems continue education fight

The Democrats are trying — again — to derail a House education bill.

Wednesday, the Democrats tried several legislative tactics including making the clerk read the entire bill to stop House Bill 256, which changed the transportation funding reimbursement for schools and eliminate reimbursement for field trips.

Thursday, the Democrats were trying their best to delay House Bill 262, which would eliminate early retirement bonuses for teachers and halt teachers’ movement on the payment schedule for one year.

Democratic leadership tried to split the bill and move it back to the committee. That motion failed. Then leaders tried to move the bill to general amending orders. That motion failed.

Debate continued after lunch for the second straight day.

"We have a number of problems with House Bill 262," said Minority Leader John Rusche. "As they did with House Bill 256, the majority has once again locked stakeholders including school districts, administrators, teachers and parents out of developing the bill.

"This could lead to unforeseen results including loss of pension protections and constitutional issues. If we pass this bill, it’s almost certain to trigger lawsuits. This is what happens when experts in the educational system are locked out."

Despite the Democrats' objections, the bill passed 49-20.

Rep. Nonini (surely the most ironically-named legislator ever) and cohort are already well on their way to sending the Governor a bill that would allow school districts to declare a fiscal state of emergency and lower the salaries of faculty members from year to year without regard to contracts achieved through collective bargaining.

Now his true colors are even more evident: docking the transportation budget this amount will ineluctably create just such a fiscal emergency, especially in the larger, more rural districts. Many of these districts have students riding an hour or more each way, to and from school. Any financial reserves they might have to help offset the Governor's funding cuts will be wiped out in order to transport students. This will trigger the salary decreases already set up in the first bill.

Nonini says his motivation in putting forth this legislation is to "spread the pain around", so faculty won't bear the whole brunt of the budget cuts. Mr. Nonini is either incapable of reason or he is a mendacious, lying oaf. Districts could survive without field trips for some time, but daily transportation to and from class is an inescapable cost of instruction. Nonini knows this and he could not care less.

Having dealt with the man on multiple issues, I have found that I always have to question the accuracy of his information and his tactics. The statement about how 'money that goes to transportation is being taken away from educating' is specious. There's not a lot that schools can do to reduce transportation costs, so taking money away from transportation makes it *more* likely that whatever contingency funds there are will be spent on that. Passing that bill makes it *more* likely that teaching money will be cut.

If the goal was really to deal with the financial emergency, it would have had a sunset clause.

Perhaps the greatest failure of the American education system is that it allows people to think they have been educated when they have not.

I sure hope this CRISIS is the end of Luna and Nonini. They have showed their true colors and at least I see the larger percentage of people see right thru them and their tactics. They have been waiting for just such a crisis to try and force their agenda on every one. Now is the time for every one to stand together and run these under educated dinosaurs out of the Valley.

why education bills make House Republicans VERY BIG ANGRY. Education makes them feel small.

I bet if you looked at the cumulative years of post-secondary education of D's and R's in the House, the D's would win hands-down despite the fact they are outnumbered nearly 4-1. Now, if you just read that sentence and thought, "So? So what? Who cares about a stupid piece of paper?!" then I have one question for you...do you play the banjo or the spoons? The problem is that the Republican party has gone from endorsing true statesmen to promoting the likes of Joe the Plumber and Rush Limbaugh.

If you don't value education, and worse, consider those with advanced degrees to be elitist snobs, why would you care about cuts to education? That just means less liberal city-folk telling you your business some day down the road.

And until we can change the composition of our legislature, Idaho will continue to be one of the most intolerant, uneducated, and unhealthy states in the nation.

by Jared Hopkins in the Magic Valley Times-News, that postulated exactly what you suggest. It was very interesting.

On the other hand, one of the legislators -- Hartgen,I think it was -- has a PhD.

If you value education so much, herbgirl, why would you not research your question instead of posting conjecture, which it turns out is wrong. My definition of an elitist snob is not someone who has an advanced degree, but someone whose self-inflated ego is defined by their educational achievement or their social status. It is so uncouth to look down your nose at others, but I'm sure you would never do such a thing.

I did read the article, and it states right off the bat that of the 105 legislators, 20% do not have a 4-year degree. That means 84 of them have at least a 4-year degree, and since there are only what, 17 Democrat legislators (?), it is pretty clear their "cumulative years" of education would not equal that of the Republicans.

The online version of the Idaho Blue Book does not reflect the current legislature, but if you use last year's class for a guide to degree holders, it is actually a pretty impressive bunch education-wise. The advanced degrees were pretty evenly spread between Republicans and Democrats last year - one medical doctor for each party, several lawyers each, and numerous masters degrees. At least five GOP legislators have degrees in education, including one with a doctorate in education.

Of those who don't have 4-year degrees, many attended college for some period of time, quite a few have associate degrees (more than one degree in a couple of cases), and some of the men have extensive military careers which surely involved technical training. All in all it is a phony argument to claim our Republican legislators aren't educated, don't value education, and think people with advanced degrees are elitist snobs.

Jared Hopkins' article states that Maxine Bell has only an associate's degree, but her bio says she is a retired librarian, a profession that doesn't strike me as having a negative attitude towards education.

Democrats (at least many of the ones who post here frequently) just seem to have a problem with anyone who doesn't share their world view; hence the need to play amateur psychologist to explain what motivates their political opponents. What a childish waste of time.
